Since almost everything is left up to the By-Laws, it should be more clear how they are changed.

On the suggested change to ARTICLE XI by Gordon Bakken, I think it gives too much power to the Ex Com. For example, after the convention they could change the platform, and that would stand through the election and until the next Convention. Amendments should be in effect only when passed by the Convention. Scratch “Amendments are in effect when passed by the Committee, but expire at the time the next State Convention is convened.”

    ARTICLE XI AMENDING PARTY DOCUMENTS.
Party documents may be temporarily amended by the executive Committee by a 2/3 vote.
Amendments are in effect when passed by the Committee, but expire at the time the next State Convention is convened. They become permanent when ratified by the Convention. Convention votes required to ratify are : Constitution, 2/3 (?) majority; By-Laws, simple majority (?); Principals 7/8 majority; Platform simple majority (?).

Gordon, I hate to be picky, but could you break these into 4 separate post. Some I agree with, some I don’t agree with. They need to be separate so each can be acted on individually. I appreciate your suggestion.

The Constitution is not definitive enough. Suggested changes are:

    ARTICLE IV OFFICERS
Officers shall be: Chair, Vice Chair, Secretary, Treasurer, and one representative from each Federal Congressional District. They shall be elected at the State Convention as specified in the By-Laws.
    ARTICLE VI EXECUTIVE COMMITTEE
The Executive Committee shall consist of the officers listed in Article IV. It is charged with the day-to-day operation of the party, including raising and spending money.
    ARTICLE VIII PARTY DOCUMENTS
Party documents shall consist of this Constitution, By-Laws, Statement of Principals and Platform.
    ARTICLE XI AMENDING PARTY DOCUMENTS.
Party documents may be temporarily amended by the executive Committee by a 2/3 vote.
Amendments are in effect when passed by the Committee, but expire at the time of the next State Convention unless ratified there. The convention vote required to ratify are : Constitution, x/x majority; By-Laws, x/x majority; Principals 7/8 majority; Platform x/x majority.
